WHAT IS NAICS 541990?

This industry comprises establishments primarily engaged in the provision of professional, scientific, or technical services (except legal services; accounting, tax preparation, bookkeeping, and related services; architectural, engineering, and related services; specialized design services; computer systems design and related services; management, scientific, and technical consulting services; scientific research and development services; advertising, public relations and related services; market research and public opinion polling; photographic services; translation and interpretation services; and veterinary services).

The size standard associated with NAICS 541990 is $15 million (effective July 14, 2014), which means that a company, including its affiliates, would be considered a "small business" if their average income does not exceed $15 million for each of the pay periods for the preceding completed 12 calendar months.

Total reported spending under NAICS 541990 for the period of Fiscal Year 2011 (FY11) through Fiscal Year 2015 (FY15) was $29 billion. Current FY15 reported spending is $189 million for services under NAICS 541990. The chart below illustrates the reported** spending by year for FY11 through FY15.

WHO ISSUES THE CONTRACTS?

The Department of Energy, USAID, and Army were the top three agencies, for a combined total spending of $16 billion, 56% of market share. Two other Agencies in the top 10, Air Force, and Navy, reported spending in excess of $1 billion. All remaining Agencies in the top 10, Centers for Medicare and Medicaid Services, NIH, Substance Abuse and Mental Health Services, Department of State, and FAA, all exceeded $400 million.

WHO WINS THE CONTRACTS?

The two charts below identify the top 10 Companies, by market share, for the period of FY11 through FY15. The first chart represents the top 10 companies that were awarded their contracts under ANY type of competition, whether it was full and open, small business set-aside, sole-sourced, etc. This list primarily consists of large businesses. The second chart, however, lists the top 10 companies that won their contracts under RESTRICTED competition. Specifically, epipeline limited this to those contracts awarded under the acquisition strategies listed below. The contract dollars represented on this second chart may not include all contract dollars for the individual contractor.

One firm exceeded $3 billion, Battelle Energy Alliance LLC, for 12% of market share. Four other firms exceeded $1 billion, Brookhaven Science Associates LLC, Massachusetts Institute of Technology, and the Mitre Corporation, combining for 23% of market share. All other firms in the top ten exceeded $500 billion, JSI Telecom, Oak Ridge Assiociated Universities Inc, Army Fleet Support LLC, Chemonics International Inc, Development Alternatives Inc, and Battelle Memorial Institute. The top ten combined for 56% of market share.

The combined contract spending for contracts awarded under "restricted competition," as outlined above, totaled over $1.5 billion for FY11 through FY15. Three firms exceeded $50 million, Digitalibiz Inc, Rolling Bay LLC, and Quasars Inc. All other firms in the top 10 exceeded $26 million, Primus Solutions Inc, Ocean Associates Inc, Chenega Government Consulting LLC, Arcanum Group Inc, Advocates for Human Potential Inc, IHRC Inc, and Ruchman and Associates Inc.

HOW ARE THESE CONTRACTS PROCURED?

92% of contract spending reported for the FY11 through FY15 timeframe under NAICS 541990 used full and open (unrestricted aka "N/A") competition. This equated to over $27 billion. Small business set-aside contracts exceeded $823 million. 8a sole source and 8a competed totaled $990 million. All other competition strategies combined for a total of almost $268 million.

WHERE ARE THESE CONTRACTS PERFORMED?

These contracts are being performed across the United States with a reported spending for the FY11 through FY15 period of $29 billion.

Three states reported spending in excess of $3 billion, Massachusetts, Virginia, and Idaho. Four other firms exceeded $1 billion, New York, District of Columbia, Maryland, and Tennessee. The three remaining states in the top ten combined for $2 billion in spending, Alabama, California, and Texas.
